The code applies a $15 discount to offset the flat-rate shipping portion of your order. At checkout, the shipping total may still appear higher because the 10% tariff amount is worked into the shipping total based on the items in your order.
The $15 shipping portion is still being discounted, the remaining amount reflects the tariff charges applied to the order.
